the major capitalists and the state didn't create fascism but they did help
it grow and then basically handed power to Mussolini and Hitler.

yeah there wasn't much struggle. hopefully this bit by Dauve will answer
your question:

actually i bought up Dauve. i don't have time right now to look up his exact
words but i think it was in 'When Insurrections Die'. However i don't think
he meant Capital could have chosen a 'weapon' other than fascism in the 20s
and 30s. rather that since WW2 there are better weapons available such that
fascism is pretty unlikely in the most advanced capitalist countries.
