Fascism was certainly response to worker's struggle , but its political form
was within nation-state, in other word, fascism was only created within
stage of financial capital( due to Hilferding) which integrate nation
capitalist group. As the result of financial capital race, two world war
happened. So real leader of fascism was financial capitalists. on the
contrary, in current capital flow, international credit system overcome
nation-based financial capital, so competition between nation-state appear
differ from fascism age, rather North-South, and Rich-Poor divide world, and
it make difficult to make war berween rich countries. So
Neo-nazi,rasist,probably can't rule country, although their role remains as
same as previous. Austria is recently  ruled by ultra-right wing but it was
short-living. So we may not use easily the term "Fascism" . rather real
danger is internatinal credit system, and its political form such as world
bank, IMF,G8 etc.
