Commie: i think the state is, a marx noted, the (and i'm
paraphrasing) executive council of the ruling class.
or some such. it is also the ruling class' military
arm (when the class is acting, more or less, as a
whole).

Karl: The above conception of the state is too simplistic. It leaves out the
whole matter of legitimisation. This conception of the state fails to
explain how the state is the council of the ruling class when that council,
as you call it, is not necessarily composed of members of the ruling class.
