gonna scale this down to the root essential, here...
this first part contains the bsis of our
disaggreement, methinks... that is: if this is cleared
up, much of the rest will fall into place...

this is not true. forms of hierarchical political
structures precede capitalism, each corresponding to
the particular form of class society and modes of
production. but the state came into existance with
capitalism, as (as hardt and negri note) the
collective will of capital.

the electorial politics version of the state was
created in response to the out cry of the working
class for more power. that is: in the bourgeois
revolutions, where the bourgeoisie made good use of
the proletarian desire for freedom to further their
own ends, the bourgoisie realized that they could not
rule for very long if they did not give the sembalance
of power to the working class. but at no point has
this "power" been effective, thus the history of
working class antagonism within "democratic"
societies.
