Sean,

Edna Brophy's advice is good; you may also want to look at the Political
Science program at York University in Toronto ('though there is a strike
there now: GRAs, GTAs, GAs and contract faculty represented by the Canadian
Union of Public Employees local 3903 is in difficult contract
negotiations). York's got a good reputation for being a rigorous program,
which is an important consideration for employment down the road (I can't
believe I just wrote that to aut-op-sy! Sean, defend your right to be lazy!)

I would also suggest contacting people who's work you admire, and ask them
directly for advice. It may not be necessary to restrict your search to
departments that appear friendly, if you can find a few good people you can
work with.
