AUT: help re Monsanto reference

I'm currently translating a round table discussion organised by Radio
Sherwood, on Seattle and its aftermath.

There's a passage in the following response by Yann Moulier-Boutang that I
don't understand, concerning Monsanto and Terminator (!?!?). If anyone can
help with what *exactly* this refers to, I'd appreciate it. I know a little
about Monsanto, and I've seen the Terminator movies, but . . .

I'll post the whole thing when I've finished.

Moulier-Boutang: Straight up I want to add to what I said back in September
in the seminar organised by "La Monde Diplomatique", namely that free trade
has always, historically, been a phase of transition in capitalist change.
Ever since the speculator Soros wrote a book against the danger of anarchy
in markets, ever since the rhythm of mergers amongst gigantic firms
accelerated, there's been no mistaking the enemy, or need to fall back into
a rearguard struggle. The true power to fight is not the market but
capitalism (a distinction made by Braudel, as everyone knows). The rules of
the market, such as they are, are democratic (a great number of small
capitalists, of small firms, . . . of self-eimployed workers), but are
constantly violated by the large multinational corporations and by the
monopolistic Mega-States, that alternate between free trade and
protectionism at their convenience. From this point of view, the defeat of
Monsanto over genetically modified organisms (GE), when (apparently at
least) it had to renounce at Terminator [trans note - ???], and the
American government's announcement of that genomes could not be patented,
were fundamental victories that preceded Seattle. Combined with a genreal
rethink about nuclear power, the growth of the concept of precaution finds
and designates new paths that the power [potenza] of the multitude must
undertake against the bio-power that is becoming the strategic articulation
of the 21st century sovereign or Leviathan. The same thing goes for
Microsoft. We are entering into a new Progressive Era. The question we must
pose ourselves is the following: why is capitalism itself abandoning the
free trade utopia and seeking to sack, on the grounds of professional
ineptitude, the Cambdessus of the IMF, the leaders of the WTO . . .?
Probably because free trade leaves too much space to the growth of the
autonomy of the multitude; because it is urgent, from the stablising point
of view of the three imperial poles (USA, Japan, Europe) to return to some
regulting power. Free trade has lost in Russia, it risks throwing China
into chaos. The new business cycle will assume a more organised, more
monopolistic aspect. It's likely that this will be the only way to control
the antagonism relaunched by the contestation of workers and the
unemployed.

Yann Moulier-Boutang: Voglio subito aggiungere ciò che avevo già detto a
settembre durante il seminario organizzato da Le Monde Diplomatique,
cioè che il liberismo è sempre storicamente una fase di transizione nel
cambiamento capitalistico. Da quando Soros lo speculatore, ha scritto un
libro contro il pericolo dell'anarchia dei mercati, da quando il ritmo
delle fusioni in gigantesche concentrazioni si accelera, considero che
non bisogna sbagliarsi di nemico, né cadere in una lotta di
retroguardia. Il vero potere da combattere non è il mercato ma il
capitalismo (distinzione fatta da Braudel, come tutti sanno). Le regole
del mercato in quanto tali hanno sono democratiche ( un grande numero di
piccoli capitalisti, di piccole imprese, ?, di lavoratori autonomi), ma
sono costantemente violate dalle grandi imprese multinazionali e dagli
Stati-Giganti monopolizzatori che, secondo quello che gli conviene,
possono essere protezionisti o per la liberalizzazione. Da questo punto
di vista, la sconfitta della Monsanto sugli Omg quando (almeno app
arentemente) ha dovuto rinunciare a Terminator e del governo americano
che ha dovuto anch'esso annunciare la non brevettabilità del genoma, è
stata una vittoria fondamentale che ha preceduto Seattle. Con la
generalizzazione anche del ripensamento sul nucleare, la crescita del
concetto di precauzione si trova a designare nuove vie che la potenza
della moltitudine dovrà intraprendere contro il biopotere che diventa
l'articolazione strategica del sovrano o del Leviathan del XXI secolo.
La stessa cosa accade per la Microsoft. Stiamo entrando in una nuova
Progressive Era. La domanda che dobbiamo porci è quindi la seguente:
perché il capitalismo stesso sta per abbandonare l'utopia liberista e si
trova a licenziare per incapacità professionale i Cambdessus del Fmi, i
dirigenti dell'Omc,?? Probabilmente perché il liberismo lascia troppo
spazio alla crescita dell'autonomia della moltitudine, perché è urgente
dal punto di vista stabilizzatore dei tre poli imperiali (Usa, Giappone,
Europa) tornare ad un potere regolatore. Il liberismo ha perso in
Russia, rischia di far precipitare la Cina nel caos. Il nuovo ciclo del
business sta per rivestire un aspetto più organizzato, più
monopolistico. È probabile che sarà l'unico modo di controllare
l'antagonismo rilanciato dalla contestazione dei lavoratori e dei
disoccupati.
