AUT: EU Summit Finland 99

Solidaarisuus is a Finnish autonomous syndicalist movement operating in
the major cities of the country. Solidaarisuus is well known in Finland
because we have organized several demonstrations during the last years.
In particular the last one, helded on december 6th (photos on the web
site www.dlc.fi/~ravelre/id6.htm), was succesful and recorded
participation of ca.1000 comrades - a lot of people for a small country
like Finland. The most important targets of the activity of our movement
are: self-government in the working and living places and right and
equal distribution of wealth for example by means of citizenship income
and social services.

The targets of Solidaarisuus are in the line with the targets expressed
from the Euro Marches during the last years and in particular with the
themes treated in Koln. For this reason we give all our support to the
comrades participating at the meeting and in particular we communicate
our participation to the demos that will be organized in June.

We also inform all the European antagonist movements that during the
second half of this Year (July-December 1999) the Finnish Government
will have the Presidency of the European Union. During this period the
Finnish Government will organize more than 2000 official meetings (100
of these in Finland). The most important events are two Euro Summits:
The first in Tampere from October 15 to October 16 concerning
immigration and internal security and the second about general themes in
Helsinki from 10 to 11 of December. Also other ministerial level
meetings will be held in Finland.

The targets of the Finnish Presidency of the European Union are as
follows:
- Implementation of the Amsterdam Treaty in the sectors of social
policy, internal security, immigration and of the development of the
third phase of the EMU
- Agenda 2000 enlargement of EU at east and processes of restructuration
of the inner economical structure (=more unemployment, less social
expenses etc.)
- Definition of an European position regarding the next round of WTO
negotiation.
- Definition of common environmental policies

In order to stop the imposed development it is necessary to create a
real opposition.

-The enlargement of EU at east is a part of the so called globalization
in other words of the enlargements of the capitalistic command in new
geographical areas. The new round of WTO negotiation is a part of this
process.

- The EU is not only expanding but also deepening. An example of this is
the leveling of social, economical, inner security and immigration
policies. All this creates a Fortress Europe, where the only way of
access is the illegal immigration, a Europe with concentration camps,
with more control and at the same time with more massive cuts to the
social expenses and to the incomes. All this with just one target:
increase the political and economical power of a minority and decrease
the power of the ?multitude?.

- The enlargement and deepening of the European Union does not mean only
more exploitation of human beings but also the environment and animals.

In this situation we believe that the only way is to create an European
antagonist network in order to develope a real alternative based on the
local situations against globalization, with our own common instruments
and themes: self-government, citizenship income and reduction of the
working time, social rights and free circulation into Europe for
everybody. We also ask - special theme for the Finnish Presidency - the
abolition of fur farming in Europe and Finland.

We hope that all the interested organizations, movements and comrades
will contact us in order to transform the last summits of this millenium
in the first anti-summit of the next millenium. In particular we will
organize an European demonstration in Tampere from 15 to 16 of October
in order to express what we think about immigration and inner security.
We also will demonstrate in occasion of the summit of Helsinki (December
10-11) at national level and we are ready, if comrades from other
countries are interested, to extend the demonstration at European level.

For an effective coordination we are building a multilinguistical
mailing list. You can subscribe the list sending a message to
solidaarisuus iww.org. We will also create a web site with information
regarding initiative connected to the anti-summit campaign.
