The New Labour Party's first action in office--handing control over interest
rates to the central bank--is also a good illustration of the role which
electoral politics and "labour" parties play for the ruling class: they are
able to undertake policies which the more obviously pro-business parties are
not.
In the United States, George Bush was unable to assure passage of NAFTA, the
North American Free Trade Agreement, and of GATT, both of which are very
important to capital. The Democrat Clinton, after promising during the
campaign to oppose it, immediately switched his policy on taking office and
pushed NAFTA through.
