<p><h3><HEADLINE>Students occupy uni building in fees protest</HEADLINE></h3></p>

<p><BOD>Students occupied part of the Melbourne University administration building yesterday during a rally protesting against universities charging up-front tuition fees to Australian undergraduates.<P>
Many students left peacefully after police opened a back entrance to the Raymond Priestley building.<P>
Earlier, about 1500 students gathered outside the museum despite the persistent drizzle and biting wind.<P>
Chanting the now familiar slogan, ``Education for all, not just the rich'', the rally was held under a canopy of umbrellas and banners. <P>
The students marched to the Exhibition Street offices of the Department of Employment, Education and Training where they booed the reforms introduced by the Education Minister, Senator Amanda Vanstone.<P>
They marched to RMIT, which has not yet made a decision on full fees, and Melbourne University.<P>
The rally conincided with an unexpected decision this week by the Australian National University not to charge full<P>
up-front fees next year.<P>
Melbourne University became the first to endorse full fees, amounting to $30,000 for an arts degree and more than $100,000 for a degree in dentistry or veterinary science.<P>
The ANU becomes the first of the self-proclaimed Group of Eight universities - considered by many to be Australia's most highly rated - to eschew up-front fees for Australian undergraduates.<P>
The National Union of Students, which has been organising anti-fee protests around the country, claimed the ANU decision as a victory.<P>
The union's education officer, Ms Jackie Lynch, and ANU student activists said they were shocked by the decision. It was confirmed to them in a letter on Wednesday from the vice-chancellor, Professor Deane Terrell.<P>
However, the university's registrar, Mr Robert Arthur, said the vice-chancellor's undertaking did not go beyond 1998.<P>
Beyond then, ``there is no undertaking either way, I think,'' he said.<P>
An important reason for the university deciding against fees was that the West committee review of higher education was considering the issue of financing and fees. <P>
