Liverpool Docks Dispute

I have been asked by the dockers to trace a book. The only information we
have is a photocopy of 'Chapter 7' which has been posted anonymously to
them. This chapter explains how a character called Finney [a management
consultant or specialist in logistics] organised the campaign to abolish
the National Dock Labour Scheme in the UK in 1989. This included buying up
three MPs, planting stories about lazy dockers with 'jobs for life' with
those parasites known as journalists, even persuading la Thatcher that the
scheme should be destroyed rather than 'wither on the vine'..

Apparently this character has been making a living on a sort of managerial
lecture circuit, explaining how this was done.

If anyone recognises the Title of the book from this description or can
give any other information, I will gladly pass it on.
