Why would we want these assholes to be talking to each other and accessing each other's information all the time? How would that be a victory for the people?

Kerlikowske should concentrate on communicating with and about his own force, two members of which he recently absolved of any wrongdoing just before a tape surfaced showing them 1) giving a wristy-twisty (i.e. torture) to an alleged perpetrator in a wheel chair and 2) stuffing drugs in his pocket so they could arrest him. Fuck Kerlikowske.
