pushed up in relation to what though? The official turnout figure for these legislatives was a whisker over 60%, last time it was a whisker under 60% so about the same.
I'm a bit behind the times on the Serbian front. I was thinking of some elections after the fall of the Milosevic government, whose turnouts were too low to be valid by the standard set by the Serbian law.
Kosovo affected timing though, because the compradorist parties didn't want to compound their impopularity by risking a vote after the UN unveiled its Kosovo plan. With the vote pushed up, the hope was that Kosovo wouldn't be so front and centre in the campaign. A later vote, it was believed, would risked to help the SRS and the SPS.
