And Bolivians outside Bolivia were not allowed to vote. There is a
very large Bolivian community in Argentina. Had they been allowed to
vote, as some community leaders said half jokingly half seriously,
Morales would have carried 70% of the total vote. During the next
Constitutional vote, most probably, these exiled Bolivians will be
allowed to participate.
