I can't speak very knowledgably regarding the European view, but i don't think
i buy the generalization... because the U.S. (although certainly not alone)
was instrumental (even before 1990, but escalating after the dissolution of
the S.U.) in the economic (and ultimately military) attack on Yugoslavia.  For
this reason alone your thesis seems like it couldn't possibly be more than
just a part of the story.  And given the general dominance of U.S. foreign
policy, probably only a small part (although i do think that Germany played a
larger role in this than is usual for Europe).
