It seems that the Bush administration is not of this opinion,
however, since they just passed a bill allowing 6 billion dollars
for more ethanol-producing plants.


True enough, George -- they just passed the bill.  But whether they
believe in ethanol is still an open question, I think.  Did they
believe in Iraq's WMDs?

The bill benefits their corporate constituents.  That's probably
enough for them at the moment.  There may come a time when they
regret that choice.
