Dear Stan,
Your Novak article throws the earlier comment of Michael Keaney in perspective. Writing from Britain, he was struck by how Blair was criticized for Iraq but Bush managed to be Mr. Teflon (as we say here).
The reason is clear enough. Rather than coming out against the war, Kerry has said that he will "win" it, by providing more troops, getting Europe to pay the bill ("burden sharing" as it used to be called), by extending the war into Iran, and by bragging about his 100% "approval" record from AIPAC. The upshot is that while voters do not have faith in Bush, they have even less faith in Kerry -- taking him at his campaign words.
Europe already is "onto" Bush, and wouldn't let him do these things. But there is danger in the tendency of Europeans to want to honeymoon with the Americans -- and as we all know, one gets fucked on a honeymoon.
