[A-List] Licence to kill = US$2500
US decree, $2,500 maximum penalty for Americans who kill Iraqis "by mistake."
The US occupation authorities have issued an order according to which any
US aggressor soldier who kills an Iraqi by mistake must pay $2,500 as
compensation, but other than that, the soldier will not be held responsible
in any way. In line with this, L. Paul Bremer recently issued an order
forbidding courts in occupied Iraq from hearing any cases of complaints,
regardless of their nature, against the US aggressor soldiers or citizens
of the "allied" aggressor countries, since their transgressions are now
covered by the $2,500 ruling.
In effect, therefore, the $2,500 policy becomes a license for US aggressor
troops and the forces of other American satellite countries to commit
atrocities knowing that the worst penalty they could face would be that fine.
