an attentive greeting: We
have received and carefully analyzed your letter dated August 27 past. The
letter seems positive to us because it once again reaffirms your interest
already expressed months ago to contribute to the realization of the accord
between the government and the FARC-EP toward the signing of the accord that
would allow the liberation of the prisoners of war held by the two
sides. Lamentably,
Mr. President Alvaro Uribe Velez, after heatedly assailing you for having
requested "greatness and will" of the two parties in order to subscribe the
accord, undercut your important contribution that could well bring the sides
closer. This
official negative from the government is definite proof of the obvious lack of
political will to make an effort for a solution distinct from the confrontation
with the FARC. That being the case, certainly "days continue to pass and
the pain and suffering of the persons deprived of their liberty and their
families continue to increase", in the jails of the regime and in the mountains
of Colombia. Quite
some time ago we made public the communiqué in which we formulated our
requirements of guarantees and the naming of three spokespersons responsible for
elaborating and signing the accord, but as you know, today we are without an
answer and without a state interlocutor. Messrs.
ex-presidents: If you yourselves receive public scolding from your President,
how must the situation be for the vulnerable common people labeled as enemies of
the institutional apparatus covered by the policy of Democratic Security, as
just happened to the NGO's accused as terrorists. In
spite of these adversities, the FARC-EP continue to maintain their constant
political will to pursue the signing of the prisoner exchange with a government
having the same disposition. Attentively,
