[A-List] UN RESOLUTION 377 - for GENERAL ASSEMBLY
The message about using the GENERAL ASSEMLY is good as far as it goes, but
it fails to go as far as it could and should, which may explain the
author's reservations about the possibilities of its success.
The message fails to mention the KEY PHRASE that i have CAPITALIZED
in my direct quotation below of the original statement of Resolution 377
A.
QUOTE FROM UNSC resolution 377 A [1950]
I am CAPITALIZING THE KEY WORDS THAT OTHER REFERENCES TO THE SAME HAVE
BEEN OMITTING
1. Resolves that if the Security Council, because of lack of unanimity of
the permanent members, fails to exercise its primary
responsibility for the maintenance of international peace and security in
any case where there appears to be a threat to the
peace, breach of the peace, or act of aggression, the General Assembly
shall consider the matter immediately with a view to
making appropriate recommendations to Members for collective measures,
INCLUDING in the case of a breach of the peace or act
of aggression THE USE OF ARMED FORCE WHERE NECESSARY to maintain or
restore international peace and security. If not in session at
the time, the General Assembly may meet in emergency special session
within twenty-four hours of the request therefor. Such
emergency special session shall be called if requested by the Security
Council on the vote of any seven members, or by a
majority of the Members of the United Nations;
The General Assembly could and should respond by establishing a new
multinational UN Emergency Intervention Force [[UNEIF} such as was sent to
Suez in 1956 to go into Iraq on the ground if necessary to prevent war
from spreading further. THAT ACTION - and not just a talk resolution! -
would make it politically impossible for the United States then to bomb them.
To be fair and even handed, a UNEIF could also be stationed in Washington
DC and elsewhewre in the US to help protect and safeguard America from
potential terrorist attack
I fully support all efforts to call the UN GENERAL ASSEMBLY [not the SC]
into emergency session, and I have myself been taking initiatives in this
reegard for some time by contacting personally foreign ministers and other
high level politicians in various coun tries, whom I know personally and
who are in a position to do so.
