UPRISING IN BOLIVIA AGAINST NEW TAXES AND SOCIAL CUTS
Street Battles, Police Mutiny, 15 people killed,
President retreats in Bolivia By Frontlines

LA PAZ, BOLIVIA - Hasta ahora se cuentan en más de
quince los muertos y en centenares los herido a manos
de la represión militar que utilizó armamento de
guerra para controlar el conflicto social. La rebelión
comenzó hace tres días cuando el gobierno anunció
impuestos forzosos sobre los salarios, aumento de las
tarifas de servicios públicos y recortes en el
presupuesto de servicios sociales.

So far, there are more than fifteen people dead and
hundreds of wounded as a result of the military
repression, which utilized heavy weaponry to control
the social conflict. The uprising started three days
ago when the government announced a forced tax over
wages, raised the prices of public services and
ordered cuts in the social areas of the budget.

El presidente Sánchez de Lozada anunció la anulación
del decreto de "impuestazo" sobre los salarios. Ese
decreto fue el catalizador que provocó una ola de
protestas obrera, campesina, estudiantil y de la
propia policía que ase amotinó contra el gobierno
central. Sectores políticos y sindicales de izquierda
encabezados por el Diputado Evo Morales del MAS,
reclaman la renuncia del presidente. La Centrales
Obrera y Campesina de Bolivia llamaron a una nueva
huelga general para mañana.

President Sanchez Lozada announced the withdrawal of
the decree imposing taxes over wages. That decree was
the catalyst of the wave of peasant, workers and
student protest than included a mutiny of the National
Police who joined the protesters against the central
government. A number of political and union
organizations, headed by Socialist Congressman Evo
Morales are demanding the resignation of the
President. The workers and peasant confederations are
calling for a general strike for tomorrow.

Cuando los cuerpos especiales de la policía
anti-motines se unió a los reclamos contra los nuevos
impuestos, el gobierno ordenó la movilización de la
Policía Militar y otros elementos de las Fuerzas
Armadas para reprimir.

Mientras este corresponsal escribe estas líneas, se
escuchan disparos de armas pesadas y automáticas
alrededor del cuartel policial, frente a la casa de
gobierno y en varios barrios de la ciudad capital de
La Paz. Grupos de manifestantes han erigido barricadas
en muchas calles y avenidas de la ciudad y enfrentan a
los militares con bombas molotov y piedras. En por lo
menos un barrio popular, grupos mineros usaron
dinamita para enfrentar al ejército. La Cruz Roja
informó que saben ya de más de quince muertos en los
enfrentamientos y de varios cientos de heridos.

When the special riot police units of the National
Police joined the protest against the new taxes on
wages, the government mobilized the military police
and other units of the Armed Forces to quell the
uprising.

As this correspondent writes these lines, we can hear
the noise of heavy weaponry and automatic weapons
around the police headquarters, in front of the
government house and in several neighborhoods of La
Paz, capital city of the country. Groups o
demonstrators erected barricades and are confronting
the army with Molotov coctels and stones. In at least
one popular neighborhood, groups of miners used
dynamite to fight the military. The Red Cross
announced that they know of at least 15 people killed
and hundreds wounded during the fight.
