Schüssel-Green meeting starts

Chancellor Wolfgang Schüssel, of Austria's conservative People's party, and
the Greens yesterday launched talks to create a conservative-green coalition
government, the first of its kind in Europe.
The negotiations are fraught with uncertainty because the two parties differ
on issues ranging from budget policy to immigration to national security.
But they also have a lot to gain from an agreement to govern the country in
a mixture of economic liberalism and environmentalist activism.
