Wednesday's Wall Street Journal (1/15/03) reports (p. 8)

   "Mr. Chavez has extended to July 15 a ban on layoffs that he imposed last
July to prevent businesses from laying off employees after a 20 per cent
minimum-wage increase he decreed took effect. The business sector protested
vehemently when Mr. Chavez imposed the ban, saying he didn't consult them as
required by law.

   The state-run Venpres news agency reported the extension sollowing Mr.
Chavez's announcement that he has fired 2,000 striking employees of the
state oil monopoly PDVSA.  The firing freeze applies only to those earning
less than 633,600 bolivars ($383) a month, and the oil workers likely make
much more than that, a Labor Ministry official said."
